How a tankless water heater actually works
There is no reservoir. When you open a hot tap, a flow sensor detects the movement, the burner fires, and water is heated as it passes through a heat exchanger. Close the tap and the burner shuts off. Nothing is kept hot in between, which is where the standby savings come from.
The trade-off is that output is measured in flow rate, not volume. A unit rated for 7 gallons per minute can supply 7 gallons per minute forever — but not 9. Sizing is therefore about how many fixtures run simultaneously, not how many people live in the house.
Why winter matters for sizing
A tankless unit's rated flow assumes a certain temperature rise. In August, incoming groundwater around Fredericksburg might be in the mid-seventies and the unit barely works to reach 120 degrees. In February that incoming water can be in the forties, and the same unit has to work through a 75-degree rise — which cuts its usable flow rate substantially.

Condensing units extract additional heat from the exhaust, reach the mid-90s in efficiency, and vent in PVC — which is cheaper and allows much longer runs. They also produce acidic condensate that needs a drain and a neutralizer.
